Having reference to the last paragraph of my despatch No.22 of June, 7, I have now the honour to enclose translation of the Acting Civil Governor's communciation on the subject of the Shatien shooting incident, with copy of my reply thereto.

Public opinion is very inflamed over the Macao affair, and Dr. Wu T'ing-fang evidently desires not to lay himself open to a charge of weakness in the matter of defending Chinese interests against not only the Portuguese

authorities, but also against those of Hongkong.
